It has been determined by me to be developed by Sanritsu. If you look in the ROM, you'll find it says "Programmed by Naoki Okabe" (Okabe also programmed Gen/MD "Gain Ground," SMS "Golfamania," and NES "Alien Syndrome" - which were also determined by me to be developed by Sanritsu). Like Tengen's infamous NES version, this ended up in legal purgatory. It seems Mirrorsoft licensed the home rights to Tengen (Atari Games), who sub-licensed it to Sega. It later turned out Mirrorsoft never had the home rights to begin with. But unlike the Tengen version, this didn't even make it to store shelves, despite being packaged and ready to go out the door. Some copies did make it to collectors' hands and Sega's Mega-Tech arcade cabinets. The game's also turned up in bootleg carts. Track names from the OST (PCCB-00011). -CRV
